The items and technologies listed in this Catalogue shall mean those subject to control under the Export Control Law of the People’s Republic of China, the Cryptography Law of the People’s Republic of China, and other relevant laws, administrative regulations, and rules. In case of any inconsistency between the items and technologies listed herein, including their product names and descriptions, and the provisions of the relevant laws, administrative regulations, rules, the Dual-Use Export Control List of the People’s Republic of China, or relevant announcements, the provisions of the latter shall prevail. For the import or export of any item or technology under this Catalogue, a dual-use import or export license shall be applied for in accordance with the law, irrespective of whether the corresponding customs commodity code is explicitly listed in this Catalogue.
