Controlled Explosives Precursors and Controlled Poisons. Prior to supply, possession, or use, the corresponding license must be obtained in accordance with the law. Where the list sets concentration threshold limits (e.g., ammonium nitrate ≥16% nitrogen content, hydrochloric acid ≥10%), substances exceeding such thresholds are subject to strict licensing controls regarding public supply, possession, and use. Reportable Explosives Precursors and Reportable Poisons. Such substances fall within the regulatory scope regardless of concentration (e.g., sulfur, high-concentration bleach). They are not necessarily prohibited per se, but suspicious transactions, theft, or significant loss must be subject to mandatory reporting obligations.
