Appendix I. List of industrial explosives, industrial explosives accessories, and high explosives permitted for production, trading, and use in Vietnam. This list specifies the particular types of explosives permitted for lawful production, trading, and use within Vietnam. For products listed therein, their production, trading, import, export, and use are subject to licensing by the relevant authorities and must satisfy corresponding quality management requirements. Appendix II. List of explosives precursors permitted for production, trading, and use in Vietnam. This list includes key chemical raw materials that can be used to manufacture explosives, aimed at preventing such precursor substances from being illegally diverted or channeled into unauthorized distribution channels. Similar to industrial explosives, the production, trading, and import/export of precursor substances listed therein are also subject to a licensing system and must satisfy all conditions set forth in the Law on Management and Use of Weapons, Explosives, and Supporting Tools.
