Philippines Implementing Rules and Regulations on Controlled Chemicals are administered by the Philippine National Police (PNP) pursuant to Presidential Decree No. 1866 (PD 1866) and Republic Act No. 9516 (RA 9516). The inventory encompasses 32 chemical substances—including ammonium nitrate, chlorates, nitrates, nitric acid, perchlorates, and hydrogen peroxide—as well as their mixtures at specific concentrations. The importation, sale, or possession of these substances requires a valid Manufacturer’s, Dealer’s, or Purchaser’s License issued by the PNP Firearms and Explosives Office (FEO). All transactions must be maintained as permanent records and are subject to inspection by the competent authority. Non-compliance shall result in the revocation of licenses and confiscation of the chemicals.
