Estonia List of Narcotic Drugs, Psychotropic Substances and Substance Groups is administered by the State Agency of Medicines (Ravimiamet) under the Narcotic Drugs, Psychotropic Substances and Precursors Act and Decree No. 73. Controlled substances are classified into six schedules (Schedule I–VI), each differing in regulatory strictness and the types of substances covered. All handling of controlled substances—including possession, manufacture, import/export, and distribution—is permitted solely for medical or scientific purposes. Entities must appoint a responsible person, establish internal handling procedures, and maintain detailed records.
