Part 1 chemicals mainly include persistent organic pollutants regulated by the Stockholm Convention, such as polychlorinated biphenyls (PCBs), hexabromobiphenyl, and hexachlorobenzene; Part 2 chemicals mainly include industrial chemicals regulated by the Rotterdam Convention, such as asbestos. Manufacturing, importing, exporting, or using controlled chemicals all require obtaining the corresponding permits.
