Inventory of Existing Chemical Substances in China (IECSC)

The Inventory of Existing Chemical Substances (IECSC) includes chemical substances that were produced or imported in the People's Republic of China prior to October 15, 2003, as well as chemical substances subsequently listed in accordance with the relevant provisions on the environmental management of new chemical substances. IECSC (2013 Edition) comprises 45,612 chemical substances, of which 3,270 are confidential substances. Subsequent irregular supplements are the responsibility of the Ministry of Ecology and Environment. Click here for previous updates.
 
► Chemical substances not listed in IECSC are considered new chemical substances, and environmental management registration for new chemical substances must be completed prior to production or import. In accordance with the Measures for the Environmental Management Registration of New Chemical Substances (Order No. 40 of the Ministry of Ecology and Environment), registration is classified into three categories:
  • Regular registration shall be applied for if the annual production volume or import volume exceeds 10 tonnes.
  • Simplified registration shall be applied for if the annual production volume or import volume is 1 tonne or more but less than 10 tonnes.
  • Nominal registration shall be applied for if the annual production volume or import volume is less than 1 tonne, or if the substance is a monomer or a polymer where the content of monomer/reactant does not exceed 2%, or a low concern polymer.
► Chemical substances that are listed in IECSC but subject to environmental management for new uses, when used for industrial purposes other than the permitted uses, shall be registered for environmental management of new uses.
 
► Enterprises that have completed registration shall conduct post-registration management in accordance with the corresponding management requirements applicable to their registration type.

If your product has been listed in IECSC, please also verify whether your product is listed in other inventories such as the Catalogue of Hazardous Chemicals, the Catalogue of Precursor Chemicals for Drug Abuse, etc. If so, relevant registration, licensing, and other obligations must be fulfilled.

The following products or substances are exempted from the IECSC:

  1. Products such as pharmaceuticals, veterinary drugs, cosmetics, food, food additives, feed, feed additives, and fertilizers (except when changed to other industrial uses, and new chemical substances used as raw materials and intermediates for the aforementioned products)
  2. New chemical substances used for pesticide products shall be governed by relevant laws and regulations on pesticide management
  3. Radioactive substances
  4. Naturally occurring substances
  5. Categories for non-commercial or non-intentional production
  6. Materials, alloys, and non-classified intermediates
  7. Articles

On August 4, 2026, the Ministry of Ecology and Environment (MEE) issued Announcement No. 40 of 2026 on the supplementation and amendment to the Inventory of Existing Chemical Substances in China (IECSC). Pursuant to the relevant provisions of the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No. 12) and its supporting documents, 4 eligible chemical substances and 482 registered new chemical substances have been included in the IECSC. Annex 1 to the announcement covers four chemical substances, all of which were manufactured, sold, processed, used, or imported within the territory of China prior to the implementation of the new chemical substance environmental management registration system (i.e., before October 15, 2003). According to the announcement, these four substances correspond to the chemical substances proposed for inclusion in the IECSC as "the second batch of 2025 (14th batch in total)" publicly notified on August 11, 2025. Their substance identification information is fully disclosed, and no scope of environmental management for new uses has been designated. Annex 2 to the announcement covers 482 chemical substances, all of which are new chemical substances that obtained regular notification registration certificates in accordance with the Measures for the Environmental Management of New Chemical Substances (former Ministry of Environmental Protection Order No. 7). These substances have been proactively included in the IECSC by the competent authority upon the expiry of five years from the effective date of MEE Order No. 12. With this inclusion, all new chemical substances that obtained regular notification registration certificates under Order No. 7 have now been fully listed in the IECSC.
