China

List of Hazardous Chemicals for Priority Management in China (2013) (hereinafter referred to as the List) is composed of the First Batch of Hazardous Chemicals for Priority Management and the Second Batch of Hazardous Chemicals for Priority Management.

Under the background of chemical accidents at home and abroad, chemical productions, chemicals under supervision at home and abroad, and the intrinsic properties of chemicals, the State Administration of Work Safety (replaced by the Ministry of Emergency Management) made a selection of over 3,800 chemicals in the Catalog of Hazardous Chemicals (2002) and published the First Batch of Hazardous Chemicals for Priority Management on June 21, 2011. To further strengthen supervision and highlight the safety management of hazardous chemicals, the State Administration of Work Safety published the Second Batch of Hazardous Chemicals for Priority Management on February 5, 2013. Thus the List of Hazardous Chemicals for Priority Management in China (2013) was hereby formulated.

► The First Batch of Hazardous Chemicals for Priority Management includes 60 chemicals while the Second Batch lists 14 chemicals. Hazardous chemicals for priority management are chemicals listed in the Inventory, and chemicals that are subject to the following category with a temperature of 20℃ under a standard atmosphere pressure:
1. Flammable gases, category 1 (gases with lower explosion limit ≤ 13% or with explosive limit ≥ 12%);
2. Flammable liquids, category 1 (liquids with closed cup flash point < 23℃ and the initial boiling point ≤ 35℃);
3. Pyrophoric liquids, category 1 (liquids that may spontaneously ignite within five minutes after coming into contact with air);
4. Pyrophoric solids, category 1 (solids that may spontaneously ignite within five minutes after coming into contact with air);
5. Substances which, in contact with water, emit flammable gases, category 1 (reacts vigorously with water at ambient temperatures and demonstrates generally a tendency for the gas produced to ignite spontaneously, or the rate of evolution of flammable gas is equal to or greater than 10 liters per kilogram of substances/mixtures over any one minute);
6. Phosgene chemicals such as Triphosgene.

The State Administration of Work Safety also compiled the Safety Measures and Emergency Plans as the supporting document of the Inventory to enhance safety supervision in a targeted manner. It proposes safety measures and emergency plans for each of the hazardous chemicals in the Inventory, covering basic contents such as special warnings, physical and chemical properties, combustion and explosion hazards, active reactions and health hazards of the chemicals, and safety measures and emergency disposal principles that are more targeted and operative.

Regardless of whether the chemical is listed in the Inventory of Hazardous Chemicals under Key Supervision (2013), it is necessary to confirm whether the chemical is listed in the Catalog of Hazardous Chemicals (2015), the List of Highly Toxic Chemicals (2015), the List of Precursor Chemicals, the List of Hazardous Chemicals under Key Supervision, the Catalog of Explosive Precursors (2017) and other lists / catalogs. If listed, relevant obligations such as registration and permit application shall be met.
