CMR is the abbreviation of Carcinogenic, Mutagenic and Reprotoxic substances, referring to substances that are carcinogenic, mutagenic and reproductive toxic.

According to the new classification and labeling law of the EU in 2009 -- CLP Regulation (Regulation 1272/2008), the definition of CMR substances is as follows:

  • Carcinogenic (C): substances or mixtures that induce cancer or can increase the incidence of cancer. Cancer is a disease characterized by the uncontrolled growth of changed cells and the ability to migrate and spread to different parts of the body from the original site.
  • Mutagenic (M): Mutation refers to a permanent change in the amount or structure of genetic material in a cell. Teratogenic or mutagenic substances refer to substances that cause increased mutations in cells and/or biological groups.
  • Reproductive toxic (R): substances that adversely affect male/female sexual function and fertility, and produce developmental toxicity and other effects on offspring through breastfeeding.

CLP Regulation also reclassifies CMR substances, namely:

  • Class 1A (formerly Class 1) - substances known to have CMR hazards to humans based on a large body of evidence;
  • Class 1B (formerly Class 2) - substances that should be considered to have CMR hazards to humans based on a large body of evidence;
  • Class 2 (formerly Class 2) - substances suspected of having CMR hazards to humans.

The specific list of CMR substances and their classification are listed in Part III of Annex VI to the EU CLP Regulation. These substances are also listed in Annex Forms 1 to 6 to Annex XVII to the EU REACH Regulation.

► A CMR substance listed in class 1A or 1B of the EU CMR List is prohibited by Article 28, 29 and 30 of Annex XVII to the EU REACH Regulation from being placed on the market or made available to the general public by any person (specified concentration ranges are defined).

► No obligations are associated with chemical substances not listed in the EU CMR List.
