EU Amends REACH Regulation, Adds 16 New CMR Substances

On August 11, 2025, the European Commission formally adopted Commission Regulation (EU) 2025/1731, amending Annex XVII of the Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH) Regulation to strengthen controls over Carcinogenic, Mutagenic, or Reproductive Toxic (CMR) substances.

The following 16 CMR substances have been added to REACH Annex XVII:

(b) gasoline used as aviation fuel conforming to DEF STAN 91-090, ASTM D910, ASTM D7547 or equivalent recognised standards.

Regulatory Timeline

Restrictions on the new Category 1B CMR substances will officially take effect on September 1, 2025, and apply directly across all EU member states.
