List of Toxic and Hazardous Air Pollutants in China

According to the relevant provisions of the Air Pollution Prevention and Control Law of the People's Republic of China, the Ministry of Ecology and Environment and the National Health Commission have formulated the List of Toxic and Hazardous Air Pollutants (2018) (hereinafter referred to as the "Air List"). Based on the Inventory of Priority Controlled Substances in China (First Batch), the "Air List" has screened out 11 chemical substances that can be controlled when discharged into the atmospheric environment, including 6 volatile organic compounds, including dichloromethane, formaldehyde, trichloromethane, trichloroethylene, tetrachloroethylene, acetaldehyde, and 5 heavy metal substances, cadmium and its compounds, chromium and its compounds, mercury and its compounds, lead and its compounds, and arsenic and its compounds.  

This is the first batch of the "Air List" to be issued since the implementation of the Air Law. In the future, the list will be updated timely according to the results of risk assessment, the need to improve environmental quality, and the actual environmental management capacity.  At the same time, according to the requirements of the Air Law, enterprises and institutions that discharge toxic and harmful air pollutants (that is, the discharge substances are included in the "Air List") not only need to implement source risk management of pollutants, earnestly fulfill risk prevention and control obligations, and take effective measures to reduce environmental and health risks; Environmental management systems for pollution sources, such as pollutant discharge permits and monitoring, should also be implemented.
