This regulation specifies objectives, scope, definitions, designated national authorities of Member States, the participation of the Union in the Convention, duties of institutions, chemicals subject to export notification, chemicals qualifying for prior informed consent notification, and chemicals subject to the prior informed consent procedure. It also addresses the transmission of export notifications to parties and other countries, receipt of export notifications from parties and other countries, information on the import and export of chemicals, notification of banned or severely restricted chemicals under the Convention, the transmission of information about chemicals that do not qualify for prior informed consent notification to the Secretariat, obligations related to imported chemicals, obligations regarding the export of chemicals other than through export notifications, the export of certain chemicals and articles, transit information, accompanying information for exported chemicals, duties of Member State authorities regarding the control of imports and exports, further obligations of exporters, information exchange, etc. It is applicable to certain hazardous chemicals subject to the prior informed consent procedure (the "PIC procedure") under the Rotterdam Convention, certain hazardous chemicals that are banned or strictly restricted in the EU or its Member States, and chemicals involving classification, labeling, and packaging during export.
