Vietnam—Clarification and Guidance on Certain Provisions of the Vietnam Chemicals Law Regarding the Management of Chemical Activities and the Management of Hazardous Chemicals in Products and Goods

This Decree provides detailed regulations and guidance on the implementation of certain provisions of the Vietnam Chemicals Law concerning the management of chemical activities and the management of hazardous chemicals in products and goods, specifically including: Article 2, Paragraph 5; Article 10, Paragraph 5; Article 11, Paragraph 5; Article 12, Paragraph 7; Article 14, Paragraph 7; Article 15, Paragraph 5; Article 18, Paragraph 2; Article 19, Paragraph 2; Article 20, Paragraph 3; Article 21, Paragraph 2; Article 22, Paragraph 4; Article 26, Paragraph 4; Article 28, Paragraph 4; Article 29, Paragraph 9; Article 31, Paragraph 7; and Article 32, Paragraph 3. These provisions cover the management of chemical activities (general regulations on the production and distribution of chemicals; chemicals subject to conditional use; chemicals requiring special control; prohibited chemicals, etc.), regulations on chemical information (registration of new chemicals; organizations responsible for evaluating new chemicals; management of new chemicals; confidentiality of information; digital transformation of national chemical management), and hazardous chemicals in products and goods (including the control of hazardous chemicals during the production of hazardous chemical products and goods; disclosure of information on the content of hazardous chemicals in products and goods), among others. It applies to Vietnamese or foreign organizations and individuals engaged in chemical activities within the territory of the Socialist Republic of Vietnam, as well as agencies, organizations, and individuals related to chemical activities within the territory of the Socialist Republic of Vietnam.
