Japan METI Requires Companies to Submit Information of PACs

In November, the Ministry of Economy, Trade and Industry (METI) of Japan published a Notice which requires relevant companies to submit the information of substances with the similar structure and composition of sodium allylsulfonate and sodium hydroxyalkanesulfonate, in accordance with the Implementation Rules on the CSCL and the Review on the Manufacture of Chemical Substances. Moreover, sodium allylsulfonate and sodium hydroxyalkanesulfonate are required to submit 2024 annual report involving its structure and composition.

Companies are required to provide the following information:

  • Name (name of legal representative is not required);
  • Legal Entity ID Number;
  • Department in charge;
  • Name of person in charge;
  • Telephone number;
  • Information on chemical structure and composition;
  • Name of substance;
  • CAS Registration Number (CAS RN);
  • Official Name in Japan; and
  • Shipment amount (separately record each structure and usage).

The Notice also states that the following substances are not required to submit supporting documents:

Sodium alkanesulfonate (C=14-16) or sodium hydroxyalkanesulfonate (C=14-16) were selected were added to the "Priority Assessment Chemical Substances"(PACs) under the Japanese Chemical Substances Control Law (CSCL). According to the CSCL, it is necessary to assess these chemicals to determine their potential for long-term toxicity to human health or the environment. After receiving the annual reports, the Japanese authorities will adjust the regulation of relevant chemicals based on its hazard and potential risks.
