Singapore Mandates Hazardous Substances Reporting, Effective from January 2026

Recently, the National Environment Agency (NEA) of Singapore officially announced the implementation of a mandatory chemical reporting framework for Hazardous Substances (HS) license and permit holders. It aims to track and monitor chemicals that are imported and/or manufactured in Singapore but are not currently regulated by any authority. Its purpose is to better identify chemicals that may pose risks to the environment and public health, prioritize their control when necessary, and thereby protect the environment and public safety.

Effective Date

Effective January 1, 2026, HS license and permit holders (enterprises in Singapore) must submit chemical reports at the time of license or permit renewal (applicable to permits expiring on or after January 1, 2026).

Entities Subject to Report

The report will be implemented as a mandatory permit condition applicable to enterprises importing and/or manufacturing a chemical in Singapore for the first time, provided all the following criteria are met:

  • The chemicals are pure substances, including individual chemical components within mixtures;
  • The chemicals are manufactured locally and/or imported for local use (net import amount) in quantities equal to or exceeding 1 metric tonne (MT)/year;
  • The chemicals meet at least one of the criteria below:
  • Category 1 or 2 acute toxicity for any exposure route under Globally Harmonised System (GHS) classification
  • Category 1 aquatic toxicity (acute) under GHS classification
  • Category 1A, 1B or 2 for Carcinogenic, Mutagenic or Reproductive (CMR) toxicity under GHS classification
  • Persistent in the environment (i.e., half-life of more than 6 months in air, water, soil, or sediment)
  • Bioaccumulative in the environment (i.e., Bioaccumulation Factor (BAF) or Bioconcentration Factor (BCF) exceeding 5000)

Reporting Content and Method

For chemicals meeting the reporting criteria, companies must submit the following information via the Chemical Reporting Form on FormSG (https://form.gov.sg/6846325c0b06f01fa6fbdd48) during license or permit renewal:

  • Chemical information
  • Safety Data Sheet (SDS)
  • Maximum annual production and/or import volume
  • Intended/identified uses of the chemical
