On November 10, 2025, Singapore notified the World Trade Organization (WTO) of the Environmental Protection and Management Act (Amendment of Second Schedule) (No. 5) Order 2025 and the Environmental Protection and Management (Hazardous Substances) (No. 3) Amendment Regulations 2025. The proposal aims to comprehensively list chlorpyrifos, paraquat, and their salts, regardless of concentration or formulation—in the schedules of the Environmental Protection and Management Act and its accompanying regulations for strict control as hazardous substances.

The proposal was first notified by Singapore’s National Environment Agency to the WTO Technical Barriers to Trade Committee on April 28, 2025. No objections were raised during the 60-day comment period. The final regulations were officially adopted on August 12, 2025, promulgated on August 27, 2025, and the implementation date, originally scheduled for October 2025, was postponed to February 27, 2026.
Once the regulations come into effect, importers, manufacturers, and distributors of these chemicals and products containing them will be required to apply for hazardous substance permits or licenses to engage in activities such as import, export, sale, storage, use, and transport of these substances.
