On December 9, 2025, the Ministry of Commerce and the General Administration of Customs jointly issued Announcement No. 79 of 2025. In accordance with relevant regulations including the Foreign Trade Law of the People's Republic of China, the Regulation of the People's Republic of China on the Administration of the Import and Export of Goods, and the Measures for the Administration of License for the Export of Goods, it has been decided to adjust the Catalog of Goods Subject to Export License Administration (2025).
Main adjustments are as follows:
- Certain steel products (see the attachment for details) are added to the Catalog of Goods Subject to Export License Administration (2025). This encompasses 300 types of products, including alloy pig iron, spiegeleisen, specific hot-rolled coils, specific cold-rolled non-coil products, and certain stainless steel products.
- Foreign trade operators exporting the aforementioned goods must apply for an export license by presenting the export contract and a product quality inspection certificate issued by the manufacturer.
- The Ministry of Commerce and its entrusted provincial-level local commerce authorities (from provinces, autonomous regions, municipalities directly under the Central Government, cities separately listed in the state plan, and the Xinjiang Production and Construction Corps), as well as commerce authorities of certain sub-provincial cities (Shenyang, Changchun, Harbin, Nanjing, Wuhan, Guangzhou, Chengdu, Xi'an), will issue export licenses according to their respective responsibilities.
- Enterprises supervised by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and located in Beijing shall apply for export licenses from the License Bureau of the Ministry of Commerce. Other enterprises shall apply for export licenses from the commerce authority of their local provincial-level region or sub-provincial city.
- Other unspecified matters shall be handled in accordance with the Ministry of Commerce and General Administration of Customs Announcement No. 65 of 2024.
Effective Date
This announcement shall come into effect on January 1, 2026.
This adjustment aims to further improve the administration of key goods exports. Relevant enterprises should closely monitor changes to the catalog, promptly complete the license application procedures, and ensure compliance with national export administration regulations.
