The beginning of a new year brings renewal and also marks an important deadline for the environmental management of new chemical substances. In accordance with the Notice on Submitting the 2025 Annual Activity Report for New Chemical Substances issued by the Solid Waste and Chemicals Management Center of the Ministry of Ecology and Environment (SCC) on January 12, 2026, to assist enterprises in fulfilling their compliance obligations smoothly, we hereby remind relevant registered enterprises to include the submission of the 2025 Annual Activity Report for New Chemical Substances in their new year work plans, jointly safeguarding ecological and environmental security.
According to the Measures for Environmental Management Registration of New Chemical Substances (Order No. 12 of the Ministry of Ecology and Environment) and the Announcement on Transitional Matters Related to Environmental Management Registration of New Chemical Substances (Announcement No. 46 of 2020 of the Ministry of Ecology and Environment), all holders of regular registration certificates for new chemical substances meeting the requirements must submit the annual activity report for the previous year to the competent authority within the specified period.
Two Categories of New Chemical Substances Requiring Annual Reports
- New chemical substances that obtained regular registration certificates under the former Ministry of Environmental Protection Order No. 7 and fall under the key environmental management hazardous category.
- New chemical substances that obtained regular registration certificates under the Ministry of Ecology and Environment Order No. 12, and whose environmental management requirements specify the submission of annual reports.
The official notice also includes a list of regular registration certificates for which the 2025 Annual Activity Report for New Chemical Substances must be submitted. Enterprises can refer to this list to identify relevant registration certificates requiring annual reports.
Submission Deadline for Annual Reports
The deadline for submitting the 2025 Annual Activity Report for New Chemical Substances is April 30, 2026.
Enterprises Required to Submit Annual Reports
- Declarants or their designated registration certificate holders under Order No. 7 for regular registration certificates.
- Applicants or their designated agents under Order No. 12 for regular registration certificates.
- Processors and users of new chemical substances should cooperate by providing relevant information to assist applicants in completing annual reports.
Content of the Annual Report
- Actual activities involving new chemical substances in 2025 (including production or import details, transfer information, and processor/user information).
- Information dissemination to downstream users.
- Environmental release data (based on monitoring reports or estimated data).
- Implementation of environmental risk control measures and environmental management requirements.
Submission Method
Registration certificate holders or their designated agents must complete and submit the Annual Report Form for New Chemical Substances online through the New Chemical Substance Online Registration System.
Note: Details such as the registration certificate holder, agent name, and registration certificate number in the annual report must strictly match the registration certificate. Original paper copies should be retained by the enterprise and do not need to be mailed to the competent authority.
Important Reminder
Relevant enterprises must ensure the submission of the 2025 Annual Activity Report for New Chemical Substances within the specified period. According to Article 47 of the Measures for Environmental Management Registration of New Chemical Substances (Order No. 12 of the Ministry of Ecology and Environment), failure to submit the annual report as required may result in the following penalties:
- Ordered to rectify, with a fine of up to ¥10,000.
- In serious cases, joint disciplinary action for dishonesty will be implemented according to the law, and applications for environmental management registration of new chemical substances will not be accepted for one year.
