On 26 June 2026, the Australian Industrial Chemicals Introduction Scheme (AICIS) updated its Rolling Action Plan (RAP), adding 9 newly commenced chemical evaluations and bringing the total number of ongoing evaluations to 14. AICIS is concurrently inviting public submissions of information on the chemicals under evaluation. Companies that introduce or manufacture the relevant industrial chemicals, particularly cosmetics, personal care and industrial-use chemicals, should check whether their products are included in this round of evaluations and submit relevant information as required.

I. Rolling Action Plan and this update

The Rolling Action Plan is a list of evaluations that AICIS commits to completing. For each evaluation on the list, AICIS specifies the subject, the reason, the focus and the timeframe of the evaluation. The 9 new evaluations were commenced by the AICIS Executive Director under section 74 of the Industrial Chemicals Act 2019.

II. Call for information on the chemicals

AICIS also encourages interested parties, under section 75 of the Industrial Chemicals Act 2019, to provide information and data on the use, exposure and hazards of the chemicals under evaluation, so as to support the scientific rigour and comprehensiveness of the assessments.

III. Implications and recommendations for affected companies

  1. Check whether your products are included: Companies should promptly consult the updated Rolling Action Plan to verify whether the products they introduce or manufacture are among the 14 evaluations currently underway, and assess in advance the likely regulatory direction.
  2. Participate actively in the information call: For evaluations involving their products, companies may submit relevant information through the AICIS-designated channels and within the specified period, ensuring that their uses and exposure scenarios are fully considered in the evaluation and avoiding adverse risk management conclusions.
  3. Track evaluation progress: Rolling Action Plan evaluation cycles typically span several months to more than a year. Companies should keep abreast of progress updates and final evaluation conclusions issued by AICIS for the relevant chemicals, and adjust their compliance arrangements accordingly.

The Rolling Action Plan is the core mechanism through which AICIS implements risk screening and tiered regulation of industrial chemicals. Chemicals brought under evaluation may subsequently face regulatory measures of varying intensity, including inventory statement adjustments, GHS classification recommendations, use restrictions, and even prohibitions on introduction. For chemical and cosmetic raw material companies exporting to Australia or operating locally, proactively checking whether their products are under evaluation and providing accurate data during the information call phase is key to reducing regulatory uncertainty and securing favourable evaluation outcomes. Companies are advised to treat the recent RAP updates as a routine compliance monitoring item.
