On November 10, 2025, relevant Chinese national authorities issued an announcement regarding the adjustment of the "Catalog of Precursor Chemicals Subject to Export Control to Specific Countries (Regions)" and the "Catalog of Specific Countries (Regions)".
To further enhance the export control of precursor chemicals, and in accordance with the "Interim Provisions on the Export of Precursor Chemicals to Specific Countries (Regions)", the Ministry of Commerce, the Ministry of Public Security, the Ministry of Emergency Management, the General Administration of Customs, and the National Medical Products Administration have decided to adjust the aforementioned catalogs. The United States, Mexico, and Canada have been added to the "Catalog of Specific Countries (Regions)", and 13 specific precursor chemicals targeted for export to these three countries have been separately listed.
Effective from the date of the announcement's issuance, exports of the listed chemicals to the United States, Mexico, and Canada must apply for a license in accordance with the "Interim Provisions on the Export of Precursor Chemicals to Specific Countries (Regions)". Exports to all other countries (regions) do not require such a license.
