ECHA Adopted Opinions on Union Authorizations Involving Insecticides and Biocidal Products

On 29th November 2023, the Biocidal Products Committee (BPC) of the European Chemicals Agency (ECHA) reached a consensus on union authorizations outlined below:

  • Biocidal products containing propanol-1 and propanol-2 for product-type 1 (human hygiene);
  • Biocidal products containing propan-2-ol for product-type 2 (not applicable to disinfectants and algaecides intended for humans or animals);and
  • Biocidal product family containing active chlorine released from calcium hypochlorite for product type-2.

ECHA adopts opinions under Article 38 of the Biocidal Products Regulation (BPR) on an unresolved objection during the mutual recognition procedure for a product-type 18 biocidal products (insecticides, acaricides and products for the control of other arthropods).

ECHA adopts opinions under Article 75(1)(g) of the BPR on the assessment of RP 1:1 (product types-2, 6, 11, 13) and RP 3:2 (product types 2, 6, 11, 12, 13). Based on the available resources and data submitted by Austria, there are no substances on the market have been used as alternatives.

In accordance with Article 75(1)(g) of the BPR, ECHA also provides its opinion on “Methodology to assess the risk to bees and other non-target arthropod pollinators from the use of biocides”, which needs further research.

The European Commission and EU Member States will take the final decision based on the BPC's opinion. The upcoming meeting is scheduled for 26th, 27th, and 29th February 2024.
