ECHA Launches Public Consultation on 2 CLH Proposals and 16 Testing Proposals

On July 7, 2025, the European Chemicals Agency (ECHA) initiated a public consultation regarding proposals for the harmonized classification and labelling (CLH) of two substances. Feedback is open until September 5, 2025. On the same day, ECHA also introduced 16 new testing proposals for substances, inviting public comments by August 21.

The CLH process aims to ensure consistency and transparency in hazard information for chemicals across Europe. This procedure involves assessing the hazardous properties of chemical substances, proposing appropriate classifications and labels, collecting public input, and concluding with a final review and recommendations by ECHA's Committee for Risk Assessment (RAC).

Under the REACH regulation, prior to conducting studies listed in Annexes IX and X (corresponding to registration tonnages of 100–1,000 t/y and above 1,000 t/y), registrants are required to submit testing proposals (TPs). After the public consultation period ends, ECHA will finalize testing requirements based on the feedback received and the specific characteristics of the substances. By soliciting public input, ECHA seeks to optimize safety assessments and revise testing requirements accordingly. Registrants must carry out these tests and update safety documentation to ensure the safe use of chemicals and promote sustainable development within the industry.
