This revision officially adds Long-Chain Perfluoroalkyl Carboxylic Acids (LC-PFCAs) and their salts, LC-PFCA-related substances, Chlorpyrifos, and Medium-Chain Chlorinated Paraffins (MCCPs) to the list of CSCL Class I Specified Chemical Substances, with supporting regulatory provisions updated accordingly.

Any salts thereof, active pharmaceutical ingredients (APIs), and single-ingredient preparations are also subject to control.

Update of China Inventory of Precursor Chemicals - Addition of 28 Ephedrine-type Substances

On May 22, 2026, the Ministry of Commerce and four other departments issued the Announcement on Adjusting the Catalogue of Precursor Chemicals for Export to Specific Countries (Regions).

To further strengthen the administration of precursor chemical exports, the Ministry of Commerce, the Ministry of Public Security, the Ministry of Emergency Management, the General Administration of Customs, and the National Medical Products Administration have decided, in accordance with the Interim Provisions on the Administration of the Export of Precursor Chemicals to Specific Countries (Regions), to adjust the Catalogue by adding three substances, including 1-tert-butyl 3-methyl 4-oxopiperidine-1,3-dicarboxylate, to Part I.

As of the date of this announcement, exports of the chemicals listed in Part I to the United States, Mexico, and Canada, and exports of the chemicals listed in Part II to Myanmar, Laos, and Afghanistan, shall be subject to licensing requirements under the Interim Provisions. No license is required for exports to other countries (regions).

Pursuant to the Export Control Law of the People’s Republic of China, the Regulations of the People’s Republic of China on the Export Control of Dual-Use Items, Joint Order No. 29 of 2005 by the Ministry of Commerce (MOFCOM) and the General Administration of Customs of the People’s Republic of China (GACC) (Administrative Measures on Import and Export Licenses for Dual-Use Items and Technologies), as well as the Dual-Use Export Control List of the People’s Republic of China and the 2026 Customs Import and Export Tariff of the People’s Republic of China, MOFCOM and GACC have revised the Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration (2026). This Announcement shall enter into force on 1 January 2026. The Catalogue comprises two parts: the Import Licensing Administration List for Dual-Use Items and Technologies and the Export Licensing Administration List for Dual-Use Items and Technologies.

The items and technologies listed in this Catalogue shall mean those subject to control under the Export Control Law of the People’s Republic of China, the Cryptography Law of the People’s Republic of China, and other relevant laws, administrative regulations, and rules. In case of any inconsistency between the items and technologies listed herein, including their product names and descriptions, and the provisions of the relevant laws, administrative regulations, rules, the Dual-Use Export Control List of the People’s Republic of China, or relevant announcements, the provisions of the latter shall prevail. For the import or export of any item or technology under this Catalogue, a dual-use import or export license shall be applied for in accordance with the law, irrespective of whether the corresponding customs commodity code is explicitly listed in this Catalogue.
