On December 30, 2025, the Ministry of Commerce (MOFCOM) and the General Administration of Customs jointly issued Announcement No. 89 of 2025, publishing the China Inventory of Goods Subject to Export License Administration (2026).

This Inventory is formulated in accordance with the Foreign Trade Law of the People's Republic of China, the Regulations on the Administration of Import and Export of Goods, the Regulations on the Administration of Ozone-Depleting Substances, the Measures for the Administration of Export Licenses for Goods, the Measures for the Administration of Import and Export of Ozone-Depleting Substances, and other relevant laws, administrative regulations, and rules. It shall come into effect on January 1, 2026.

The Inventory lists 43 categories of goods subject to export license administration in 2026. Enterprises exporting goods listed in this Inventory shall apply to MOFCOM or local commerce authorities entrusted by MOFCOM for the Export License of the People's Republic of China, and complete customs clearance and release formalities with the export license.

China Inventory of Goods Subject to Export License Administration (2026) is available

This Inventory is formulated in accordance with the Foreign Trade Law of the People's Republic of China, the Regulations on the Administration of Import and Export of Goods, the Regulations on the Administration of Ozone-Depleting Substances, the Measures for the Administration of Import Licenses for Goods, the Measures for the Administration of Import and Export of Ozone-Depleting Substances, and other relevant laws, administrative regulations, and rules. It shall come into effect on January 1, 2026.

The Inventory lists 14 categories of goods subject to import license administration in 2026, mainly including ozone-depleting substances and key used mechanical and electrical products, covering key areas such as environmental protection and industrial security. Importing enterprises shall apply to MOFCOM or local commerce authorities entrusted by MOFCOM for the Import License of the People's Republic of China in accordance with the requirements of the Inventory, and complete customs clearance and release formalities with the import license.

China Inventory of Goods Subject to Import License Administration (2026) is available

The European Union's Endocrine Disruptor Assessment List is a registry maintained by the European Chemicals Agency (ECHA), which includes substances that are undergoing assessment for endocrine-disrupting properties. The latest update to this list was on 18 February 2026, and it contains 137 unique substances/entries.

The list comprises substances that have been submitted to the ECHA Endocrine Disruptor Expert Group for discussion. These substances are undergoing an informal hazard assessment to determine whether they possess endocrine-disrupting characteristics. The outcome of the assessment may indicate that a substance does not have endocrine-disrupting properties; however, if the assessment concludes that a substance does have such properties, formal risk management and decision-making processes must be followed to confirm these characteristics before any regulatory actions can be taken based on these properties.

Since February 2013, any substance deemed to have or potentially have endocrine-disrupting properties has been included in this list.

11 substances were added to the EU Endocrine Disruptor Assessment List

Recently, the Australian Government issued a notification to include 2 chemical substances in the Australian Inventory of Industrial Chemicals, in compliance with Section 82 of the Industrial Chemicals Act 2019.

2 substances were added to the Australian Inventory of Industrial Chemicals (AIIC)

On February 4, 2026, the European Chemicals Agency (ECHA) officially announced the inclusion of "n-hexane" and "4,4'-[2,2,2-trifluoro-1-(trifluoromethyl)ethylidene]diphenol and its salts" in the list of Substances of Very High Concern (SVHC). As of now, the total number of SVHCs (also known as the Candidate List of substances of very high concern for Authorisation) has reached 253 entries.

Previously, the Member State Committee (MSC) unanimously agreed to identify n-hexane as an SVHC during its December 2025 meeting. This marks the first substance to be recognized as an SVHC candidate based on equivalent level of concern (ELOC) due to neurotoxicity, rather than traditional hazard categories such as carcinogenicity, mutagenicity, or reproductive toxicity. The other substance, 4,4'-[2,2,2-trifluoro-1-(trifluoromethyl)ethylidene]diphenol (Bisphenol AF) and its salts, was identified as an SVHC due to its definite reproductive toxicity without requiring committee involvement.

Additionally, the meeting minutes noted that the SVHC identification proposal for 4,4'-dihydroxydiphenylmethane (Bisphenol F, BPF) was withdrawn prior to the meeting; however, the status of this substance in the ECHA SVHC Intentions Register remains "Identification ongoing." Therefore, whether this substance has been completely removed from SVHC identification awaits final official confirmation.

11 substances were added to the EU REACH Candidate List of Substances of Very High Concern (SVHC)

On February 10, 2026, the Australian Government issued a notice under section 94 of the Industrial Chemicals Act 2019, amending the inventory listing terms for one chemical following the revocation of the approval to use the correct industrial chemical names as Confidential Business Information (CBI).

A substance was added to the Australian Inventory of Industrial Chemicals (AIIC)

On January 17, 2026, the Ministry of Industry and Trade of Vietnam issued an announcement that the Law on Chemicals of Vietnam (No. 69/2025/QH15) officially came into effect on January 1, 2026. To facilitate the implementation of the Law on Chemicals, a series of relevant legal normative documents were officially promulgated and all entered into force on January 17, 2026.

Decree No. 24/2026/NĐ-CP of the Government: Prescribing the Lists of Chemicals within the Scope of Regulation of the Law on Chemicals

The specific lists are issued in the form of annexes, including:

List of Basic Chemicals in Key Chemical Sectors (Decree No. 24/2026/ND-CP Annex I): Comprising 39 substances.

List of Chemicals Subject to Conditional Production and Business (Decree No. 24/2026/ND-CP Annex II): Comprising 786 substances and mixtures subject to conditional production and business. It is specified that mixtures subject to conditional production and business refer to mixtures containing at least one component from this list with a concentration (mass fraction) greater than 5%.

List of Chemicals Under Special Control (Decree No. 24/2026/ND-CP Annex III): Comprising 241 industrial precursors divided into 2 groups, as well as mixtures under special control.

List of Chemicals Requiring Accident Prevention and Response Plans (Decree No. 24/2026/ND-CP Annex IV): Covering 271 chemicals and 21 chemical groups.
