On August 19, 2025, the Solid Waste and Chemicals Management Center under the Ministry of Ecology and Environment (MEE) issued a work notice concerning applications to postpone the disclosure of chemical substance identification information. The notice outlines new arrangements for applying for an extension of the protection period for the identification information of chemical substances that have obtained environmental management registration certificates, according to the Measures for the Environmental Management Registration of New Chemical Substances (Order No. 12 of the MEE) and the Guidelines for the Environmental Management Registration of New Chemical Substances.
The notice specifies that for chemical substances which obtained registration certificates under the Measures for the Environmental Management of New Chemical Substances (Order No. 7 of the Ministry of Environmental Protection) by December 31, 2020, as well as substances already listed on the Inventory of Existing Chemical Substances in China (IECSC) before the Measures for the Environmental Management Registration of New Chemical Substances took effect and which were granted protection for identification information like substance names, the maximum protection period for this information lasts until December 31, 2025. Applicants can apply to postpone the public disclosure of this identification information, for a maximum extension period of up to five years. Registration certificate holders are required to submit their application materials for postponement of disclosure at least six months before the expiration of the current information protection validity period.
The deadline for accepting these postponement application materials has now been extended to September 15, 2025. The Solid Waste and Chemicals Management Center specifically reminds registration certificate holders with extension needs to closely note this deadline adjustment, prepare necessary justification materials, and submit their applications via the Online Registration System for New Chemical Substances to ensure business compliance.
