On June 14, 2025, during its 9th session, the National Assembly of Vietnam passed the Law on Chemicals (No. 69/2025/QH15), which is set to take effect on January 1, 2026. To ensure the timely, consistent, and effective implementation of the Law on Chemicals, and in accordance with the Law on Government Organization and the Law on Promulgation of Legal Normative Documents, among other relevant regulations, the Prime Minister of Vietnam issued Decision No. 1837/QĐ-TTg on August 26, 2025, approving the Implementation Plan for the Law on Chemicals, effective immediately.
Objectives
- To disseminate and popularize the Law on Chemicals among agencies, organizations, and individuals involved with chemicals; provide professional training for officials, public employees, and workers in the chemical sector; and raise public awareness and responsibility in the production, trading, use of chemicals, and compliance with the Law.
- To review existing legal documents related to chemicals and promote their revision, supplementation, replacement, or annulment; strengthen the dissemination and training of the Law on Chemicals and its implementing guidelines to facilitate early enforcement.
- To clarify the content, deadlines, progress, and responsibilities of agencies and organizations in implementing the Law on Chemicals, enhancing the efficiency of management and supervision.
- To ensure the execution of the Law on Chemicals aligns with the national development strategy, relevant sectoral and local plans, and promote its comprehensive domestic implementation and international cooperation.
Requirements
- Strengthen the regular leadership and direction of the Prime Minister to ensure continuous guidance throughout the implementation process.
- Unify the functions, powers, and responsibilities of ministries and agencies in implementing the Law on Chemicals, ensuring alignment with the duties of relevant units.
- Promote the initiative, proactiveness, and sense of responsibility of ministries, ministerial-level agencies, and local People’s Committees, ensuring efficient coordination during implementation.
- Develop specific roadmaps and mechanisms to ensure the full implementation of the Law and its guidelines nationwide from January 1, 2026.
- Enhance inspection, supervision, and guidance to promptly address difficulties during implementation.
- Accelerate the drafting and revision of all supporting detailed guidelines and documents to ensure compliance with current requirements and standards, ensuring transparency and consistency.
Main Contents
Improving Policies and Legal Documents
- Reviewing Legal Normative Documents
- The Ministry of Industry and Trade (MOIT), in coordination with relevant ministries, will systematically review existing legal documents in the chemical sector and compile a catalog. Documents will be reviewed and revised, supplemented, replaced, annulled, or newly issued in accordance with the Law and within authorized limits to ensure compliance with the Law on Chemicals.
- Ministries, sectors, and People’s Committees at all levels shall proactively review chemical-related legal documents under their jurisdiction and promote revisions in accordance with the Law.
- Ministries must submit a list of documents requiring revision, supplementation, replacement, or annulment to MOIT by September 5, 2025.
- Developing Policies and Legal Documents
MOIT, relevant ministries, and People’s Committees of provinces/municipalities shall, in accordance with the Prime Minister’s assigned responsibilities, lead the drafting of detailed guidelines for implementing the Law on Chemicals.

Organization and Implementation
- The Minister of MOIT shall assist the Prime Minister in monitoring, inspecting, and urging ministries to execute the tasks outlined in this Plan.
- Ministers and Chairpersons of People’s Committees at all levels shall be responsible for implementing this Plan, ensuring progress, quality, effectiveness, and resource efficiency, while avoiding formalism and waste.
- Funding for the Plan shall be ensured by the state budget and other legal funding sources. Responsible units shall proactively manage and utilize budgetary funds in accordance with the law to ensure execution.
