MOFCOM Adds 20 Japanese Entities to Export Control List, Halting Dual-Use Exports

On June 29, 2026, the Ministry of Commerce (MOFCOM), through its Bureau of Industry Security and Import & Export Control, issued Announcement No. 27 of 2026. Pursuant to the Export Control Law of the People's Republic of China and the Regulation of the People's Republic of China on the Export Control of Dual-use Items, and in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, MOFCOM decided to add 20 Japanese entities involved in enhancing Japan's military capabilities, including the National Institute for Defense Studies to the Export Control List. The announcement took effect upon publication.

Two control measures are specified:

1. Export operators are prohibited from exporting dual-use items to the above 20 entities, and overseas organizations and individuals are prohibited from transferring or supplying dual-use items originating in the People's Republic of China to these 20 entities. Any ongoing relevant activities must cease immediately.
2. In special circumstances where export is genuinely necessary, export operators shall apply to MOFCOM for approval.

The 20 Japanese entities added to the Control List include defense research institutions and several defense and advanced-manufacturing enterprises such as Mitsubishi Electric, Mitsubishi Heavy Industries, and NIPPI. Exporters of relevant dual-use items should pay close attention. The full list is as follows:

Companies engaged in the export, re-export, or overseas transfer of dual-use items to Japan are advised to immediately screen their customers and transactions to determine whether any of the 20 designated entities are involved.
