On June 17, 2026, the Ministry of Public Security, the National Health Commission, and the National Medical Products Administration jointly issued an announcement adding 16 substances, including difluoroetomidate, to the Catalogue of Controlled Non-Medical Narcotic Drugs and Psychotropic Substances, effective July 1, 2026. Once listed in the Catalogue, these substances are subject to control as narcotics, and all related production, distribution, transportation, storage, and use activities must strictly comply with applicable laws and regulations.
The announcement was made in accordance with the Regulations on the Administration of Narcotic Drugs and Psychotropic Substances and the Regulatory Measures for Controlled Narcotics and Psychotropic Drugs for Non-medical Use. The tiletamine subject to control under this announcement does not include veterinary anesthetic products containing tiletamine that have been approved for marketing in China. Following this addition, China has brought a total of 412 non-medical narcotic drugs and psychotropic substances under control, and has placed fentanyl-class, synthetic cannabinoid-class, and nitazine-class substances under entire-class control.
