India Temporarily Suspends Quality Control Orders for Linear Alkyl Benzene and n-Butyl Acrylate

On July 13, 2026, the Department of Chemicals and Petrochemicals (DCPC) under India's Ministry of Chemicals and Fertilizers issued two notifications pursuant to the Bureau of Indian Standards Act, 2016, temporarily suspending the implementation of two Quality Control Orders (QCOs) for Linear Alkyl Benzene (LAB) and n-Butyl Acrylate (n-BA) due to continued global supply chain disruptions. During the suspension period, the relevant products are temporarily not subject to mandatory BIS certification in the Indian market, opening a shipping window for Chinese enterprises exporting these raw materials to India.

Suspension Arrangements for the Two Quality Control Orders

  1. Linear Alkyl Benzene (LAB): Linear Alkyl Benzene is a key raw material for the production of detergents, cleaners, and other products. On June 25, 2026, DCPC issued a notification amending the Linear Alkyl Benzene (Quality Control) Order, 2022, suspending its implementation from July 1 to September 30, 2026, a suspension period of approximately 3 months.
  2. n-Butyl Acrylate (n-BA): n-Butyl Acrylate is widely used in industrial fields such as paints, coatings, adhesives, textiles, and plastics. On July 9, 2026, DCPC issued a notification extending the suspension period of the n-Butyl Acrylate (Quality Control) Order, 2021 (CAS No. 141-32-2) from the originally scheduled July 10, 2026 to July 31, 2026.

Both notifications were made under Section 16 and Section 25(3) of the Bureau of Indian Standards. The Indian government stated that the above temporary exemptions were made in the public interest after consulting the Bureau of Indian Standards (BIS), with the aim of ensuring an uninterrupted supply of key domestic industrial raw materials amid continued disruptions to global logistics and raw material supply.

After the suspension period expires, the two Quality Control Orders will resume normal implementation. At that time, the production and import of the relevant products must still comply with the corresponding Indian standards and obtain mandatory BIS certification, unless otherwise revised. During the window period, Chinese enterprises exporting to India can complete deliveries without first obtaining BIS certification; relevant export enterprises are advised to monitor the suspension expiration dates and plan certification and stock preparations in advance.
